Jeff LaRosa serves as Regional Vice President of Construction for Southern California, covering San Diego, Orange County, the Inland Empire, and Los Angeles.

Mr. LaRosa joined Mill Creek in 2023 and brings over 34 years of diverse construction experience. Prior to joining Mill Creek, he served as Director of Construction for Camden Property Trust, where he oversaw all new multifamily and mixed-use development across the Southern California region, including podium, high-rise, and four-story walk-up projects.

Prior to his role at Mill Creek, Mr. LaRosa held several leadership positions across Southern California. He served as Vice President of Development and Construction at Makar Properties and as Project Manager and Superintendent at Hensel Phelps Construction Co., where he supported the delivery of a diverse range of projects, including commercial, medical, multifamily residential, high-rise, resort hotel, and airport construction.

Mr. LaRosa received a Bachelor of Science degree in Construction Engineering and Management from California State University at Long Beach.
